CSE uses the style for citing legal materials described in The Bluebook: A Uniform System of Citation (to see Lynn's copy of the Blue Book ask at the information desk) published by the Harvard Law Review and others. The format for end-references is the same for the citation-sequence, citation-name, and name-year systems. In-text references are handled the same way as are books without authors. Begin the in-text reference with the first word or first few words of the title, followed by an ellipsis and year of publication. Use only as many words from the title as are necessary to distinguish it from other references being cited by title.
